Introduction

Work category 521 provides for the payment of Total Mobility trips using a wheelchair hoist or ramp.

Work category 521 is available to the public transport services activity class.

Examples of qualifying activities

Qualifying activities include the provision of a payment at a flat rate of $10 for each trip taken by a Total Mobility scheme member using a wheelchair hoist or ramp (in addition to the fare), to the contracted Total Mobility transport operator.

Exclusions

Work category 521 excludes:

  • any service that includes the movement of any vehicle or device – a ‘mobility scooter’ for instance – that does not align with the Ministry of Health definition of ‘equipment for disabled people’.

Conditions of funding

To be eligible to receive the payment, the transport operator must meet the following criteria:

  • The transport operator must be contracted by the local authority to provide Total Mobility transport services.
  • The fare meter must not operate while Total Mobility passengers are being loaded into or out of the vehicle.
  • Total Mobility scheme users cannot transfer in and out of a wheelchair independently without the use of a hoist or ramp.
  • Only one payment may be claimed for each trip taken by a Total Mobility scheme user using the wheelchair hoist (the payment is for each passenger carried per trip).
  • The transport operator must pass the payment on to the owner of the vehicle if the vehicle is not owned by the transport operator.
