Introduction

Work category 563 provides for all new or improved facilities and infrastructure for rail services identified in a regional public transport plan (RPTP).

Qualifying activities

Work category 563 is available to the public transport infrastructure activity class.

Public transport services and infrastructure

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

  • signage, timetable or screen display installation or upgrade at rail facilities
  • minor new asset purchases for rail facilities (for example rubbish bins, canopies, seating, etc)
  • roof, canopy, guttering or lighting upgrades at rail facilities
  • park and ride infrastructure, including cycle storage facilities for rail facilities
  • safety and security installation and upgrades
  • new rail rolling stock and supporting infrastructure such as depot facilities
  • property purchase (refer to further information provided below) for public transport enabling assets and infrastructure, including depots, workforce and other support facilities owned by the approved organisation
  • loan (principal and interest) repayments agreed by NZ Transport Agency Waka Kotahi (NZTA)
  • passenger rail stations, interchanges or terminals, platforms and shelters
  • network improvements such as double tracking, extensions/duplication etc, related in part to the operation of passenger rail services that improve the reliability and capacity of the corridor
  • new and/or improved track and traction equipment.

You can discuss with us (NZTA as investor) whether other potential activities not listed above might also be eligible for inclusion in this work category.

Exclusions

Work category 563 excludes:

  • vehicles, supporting infrastructure, facilities and other assets not owned by an approved organisation, unless there is an executed agreement on their public use and charges for use
  • infrastructure provision to cater for commercial passenger transport services not captured in a RPTP.

Property purchase

Work category 563 provides for funding of property purchases for public transport infrastructure improvements. The principles and conditions set out in the relevant work categories below apply to property purchases for work category 563:

Where the property purchase cost for a project exceeds $500,000, a property phase must be set up in Transport Investment Online (TIO). Where the property cost is up to $500,000, the cost may be included in the construction/implementation phase.

Funding assistance rate

The usual funding assistance rate (FAR) is:

Approved commitments, such as Auckland Transport’s and Greater Wellington’s loan repayments for rolling stock and depots will continue at their approved rates.

For KiwiRail activities the funding assistance rate (FAR) is 100% of the net agreed costs of activities eligible for funding within the approved Rail Network Investment Programme (RNIP). Funding must be approved by the Minister of Transport.
