Introduction

Work category 515 provides for the operation of rail services that are identified in a regional public transport plan (RPTP).

Qualifying activities

Qualifying activities comprise the operation of rail services that are identified in a RPTP and associated costs.

Work category 515 is available to the public transport services activity class.

Public transport services and infrastructure

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

  • preparation and management of contracts and monitoring of services
  • payments for the operation of passenger rail services, including:
    • new services, minor service variations, trial services and improvements consistent with the RPTP
    • inter-regional public transport services
  • on-vehicle costs associated with provision for people with disabilities, cycles and prams
  • on-vehicle installation and operational costs associated with public transport technology, where included as part of the service contract
  • track access charges as agreed between regional approved organisations and KiwiRail
  • passenger rail rolling stock heavy maintenance, including the associated maintenance and operations cost of the heavy maintenance facilities for passenger rail services
  • the management costs and overheads associated with activities funded under this work category.

Exclusions

Work category 515 excludes:

  • costs associated with the development or operations of public transport technology external to the vehicle itself
  • the planning and design of rail services forming part of the preparation of an RPTP – this is funded through work category 003

  • public transport information supply, operations and maintenance:
    • routine updates to the RPTP or other public transport planning documents, where public consultation is not required
    • updating asset information in an RPTP or in other public transport planning documents
    • updating statistical records or forecasts in an RPTP or in other public transport planning documents – these are covered by work category 524.
