WC 561: public transport facilities and infrastructure improvements - bus

Introduction

Work category 561 provides for the capital cost of new or improved bus facilities and infrastructure for bus services identified in a regional public transport plan.

Qualifying activities

Work category 561 is available to the public transport infrastructure activity class.

Public transport services and infrastructure

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

• signage, timetable or screen display installation or upgrade
• new asset purchases for bus facilities (for example rubbish bins, canopies, seating)
• roof, canopy, guttering or lighting upgrades at bus stops or bus interchanges
• park and ride infrastructure, including cycle storage facilities for bus facilities
• safety and security installation and upgrades
• new vehicles and supporting infrastructure, such as depot and maintenance facilities owned by the approved organisation
• property purchase (refer to further information provided below) for public transport enabling assets and infrastructure, including depots, workforce and other support facilities owned by the approved organisation
• loan (principal and interest) repayments agreed by NZ Transport Agency Waka Kotahi (NZTA)
• bus or transit lane and priority improvements
• enabling work required to accommodate public transport on existing carriageways
• construction of new bus shelters or existing bus shelter upgrades
• construction of new bus interchanges or existing bus interchange upgrades
• construction of concrete arrival/departure pads for buses
• construction of bus parking facilities (including layover areas)
• construction and upgrade/relocation of driver and passenger toilet facilities
• installation of cycle racks on buses.

You can discuss with us (NZTA as investor) whether other potential activities not listed above might also be eligible for inclusion in this work category.

Exclusions

Work category 561 excludes:

• infrastructure and service improvements costing under $2 million per activity– these are provided for under work category 532
  Work category 532: low-cost, low-risk public transport improvements

• like-for-like replacement and renewal of public transport facilities and infrastructure – these are provided for under work category 534
  Work category 534: public transport facilities and infrastructure – renewals

• the operation and maintenance of technology-based systems – these are provided for under work category 525
  Work category 525: public transport technology systems – operations and maintenance

• rapid transit infrastructure improvements – these are provided for under work category 540
  Work category 540: rapid transit infrastructure

• technology to improve the effectiveness of public transport systems – these are provided for under work category 554
  Work category 554: public transport technology systems - improvements

• vehicles, supporting infrastructure, facilities and other assets not owned by an approved organisation, unless there is an executed agreement on its public use and charges for use
• infrastructure provision for public transport services not identified in a regional public transport plan as integral to the public transport network.

Property purchase

Work category 561 provides for funding of property purchases for public transport infrastructure improvements. The principles and conditions set out in each of the work categories below apply to property purchases for this work category:

• work category 331: property purchase – state highways
• work category 332: property purchase – local road
• work category 333: advance property purchase.

Where the property purchase cost for a project exceeds $500,000, a property phase must be set up in Transport Investment Online (TIO). Where the property cost is up to $500,000, the cost may be included in the construction/implementation phase.

Funding assistance rate

The usual funding assistance rate (FAR) is:

• the approved organisation’s normal FAR.
  Normal funding assistance rates

or

• 100% of the NZTA costs.

Submitting activities for NLTP consideration and funding approval

Approved organisations submit these activities using the improvement activity template in TIO.
