WC 215: structures component replacements

An update to reflect the Government Policy Statement on land transport 2024 is under way. 

Introduction

Work category 215 provides for the like-for-like replacement renewal of components of:

• road bridges
• retaining structures
• guardrails
• tunnels
• stock access structures
• cattle stops
• footpaths on road structures
• pedestrian overbridges/underpasses.

Qualifying activities

Work category 215 is available to the following activity classes:

• local road maintenance
• state highway maintenance.

Local road and state highway maintenance

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

• replacement of deteriorated structural members
• replacement of damaged components
• replacement of bridge decks
• replacement or modification of gabion baskets
• replacement of handrails on structures
• replacement of guardrail components
• replacement of crib blocks in retaining structures supporting roads.

You can discuss with us (NZ Transport Agency Waka Kotahi (NZTA) as investor) whether other potential activities not listed above might also be eligible for inclusion in this work category.

Exclusions

The work category excludes:

• the complete replacement of a structure on a like-for-like basis is funded under work category 216
  Work category 216: bridge and structures renewals

• improvements to the bridge or structure at the time of replacement that are beyond the like-for-like basis – these are funded under work category 322.
  Work category 322: new or improved bridges and structures

Funding assistance rate

The usual funding assistance rate (FAR) is:

• the approved organisation's normal FAR, or
  Normal funding assistance rates

or

• the approved organisation’s special purpose roads FAR for the 2024–27 National Land Transport Programme (NLTP)
• Other funding assistance rates

or

• 100% of NZTA state highway costs.

Submitting activities for NLTP consideration and funding approval

Approved organisations and NZTA (for its own activities) submit their structures component replacement activities for NLTP consideration and funding approval, using the maintenance, operations and renewals template in Transport Investment Online (TIO).
