Introduction

Work category 214 provides for the replacement of, or restoration of strength to, sealed pavements where other forms of maintenance and renewal are no longer economic.

Qualifying activities

Qualifying activities comprise the replacement of, or restoration of strength to, sealed pavements where other forms of maintenance and renewal are no longer economic.

Work category 214 is available to the following activity classes:

  • local road maintenance
  • state highway maintenance.

Local road and state highway maintenance

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

  • granular overlays
  • rip and relay
  • pavement stabilisation
  • asphaltic overlays or grader-laid asphaltic material
  • pavement replacement (including the use of recycled materials)
  • structural asphaltic concrete rehabilitation.

You can discuss with us (NZ Transport Agency Waka Kotahi (NZTA) as investor) whether other potential activities not listed above might also be eligible for inclusion in this work category.

Exclusions

Work category 214 excludes:

  • improvements – where it is prudent to carry out some improvements in conjunction with the rehabilitation, these may be included in the low-cost, low-risk programme and the associated improvements investment pathways and charged to the improvement activity class and work category if the total cost for approval is $2 million or less – improvements costing more than $2 million should be carried out under the appropriate improvement work category

Requirements for inclusion

To qualify for inclusion in this work category, the work must be the long-term, best-cost option, calculated in terms of present value (PV).

Approved organisations and NZTA (for its own activities) must undertake PV cost appraisals of individual projects and make copies of the evaluations available as requested by us. A simplified procedure is provided for pavement rehabilitation on the Monetised benefits and costs manual webpage– see SP1 Road renewals.

Submitting activities for NLTP consideration and funding approval

Approved organisations and NZTA (for its own activities) submit these activities using the maintenance, operations and renewals template in Transport Investment Online (TIO).
