Introduction

This is the NZ Transport Agency Waka Kotahi (NZTA) policy on the application of network documents.

Date of issue: Updated November 2023 | NZTA may review and amend investment policies at any time, including in response to any changes in the Government Policy Statement on land transport.

NZTA maintains a register of network standards and guidelines that are governed under its register process manual.

Purpose

To set out the NZTA requirements for technical standards for activities seeking funding from the National Land Transport Fund.  

Policy statement

Networks and services must be planned, constructed, operated and maintained in accordance with the technical documents in the Waka Kotahi NZ Transport Agency standards and guidelines register for land transport and the Process manual for network standards and guidelines.

Any requests for departure from this policy must be directed in writing to our (NZTA as investor) National Manager Programme and Standards. It is NZTA policy that funding will be provided only to that portion of a network or to services that comply with the register and the process manual.

Over-width carriageways, footpaths, cycleways and structures

Maintenance and renewal of existing over-width carriageways, footpaths, cycleways and structures will be eligible for funding assistance where this has been demonstrated to be the most cost-effective option. This applies, in particular, to the following work categories:
