An update to reflect the Government Policy Statement on land transport 2024 is under way. 

Introduction

Work category 131 provides for approved organisations and NZ Transport Agency Waka Kotahi (NZTA; for its own activities) to share the costs associated with the maintenance and renewal of rail level crossing warning devices carried out by the relevant rail track authority where the crossing is part of the road controlling authority’s road, cycle or footpath network. This includes public access links to rail stations and interchanges.

Qualifying activities

Work category 131 is available to the following activity classes:

  • local road maintenance
  • state highway maintenance

Qualifying activities

Work category 131 covers the maintenance and renewal of barrier arms and warning devices.

The relevant rail track authority plans and programmes the qualifying activities and communicates these to affected approved organisations and NZTA (for its own activities) to enable them to incorporate the activities in their local road and state highway maintenance programmes for the National Land Transport Programme (NLTP).

Where the relevant rail track authority responds to unplanned events, or to rail level crossing deterioration occurring ahead of schedule, the costs of these activities also qualify for funding from the National Land Transport Fund (NLTF).

Exclusions

Work category 131 excludes:

  • rail level crossings for private property access only.

Funding assistance rates

We (NZTA as investor) expect that the relevant rail track authority and the road controlling authority will share equally the costs of maintaining and renewing rail level crossing warning devices.

Where, under a deed of grant by the relevant rail track authority, the road controlling authority is required to pay the full cost of maintenance and renewal, this cost is accepted for funding assistance from the NLTF.

The usual funding assistance rate (FAR) is:

Submitting activities for NLTP consideration and funding approval

Approved organisations and NZTA (for its own activities) submit these activities for NLTP consideration and funding approval using the maintenance, operations and renewals template in Transport Investment Online (TIO).
