This section sets out the terms and conditions of National Land Transport Fund (NLTF) funding in relation to ministerial expectations set out in the Government Policy Statement on land transport (GPS) 2024.

To support achieving the Minister of Transport’s expectations, general terms and conditions apply to approval of funding from the National Land Transport Fund (NLTF) during the 2024–27 National Land Transport Programme (NLTP) period.

The Minister of Transport has set out his expectations that apply to NZ Transport Agency Waka Kotahi (NZTA) in section 5 of the GPS.

The Minister of Transport expects us (NZTA as investor) to ensure that road controlling authorities and public transport authorities take appropriate steps to meet the ministerial expectations, where applicable, and comply with self-assessment and reporting requirements.
Ministerial expectations applicable to approved organisations
In accordance with the general terms and conditions of funding, we (NZTA as investor) have set specific requirements in relation to pothole repair, temporary traffic management and private share of public transport expenditure, and reporting in relation to the ministerial expectations applicable to approved organisations.
