The draft Tactical Urbanism Handbook has been developed as a tool to help councils and communities deliver tactical urbanism projects to a high standard, using a collaborative best-practice approach.
Waka Kotahi Streets for People programme supports the use of tactical urbanism across New Zealand to create safer and more people-friendly spaces. The handbook is a ‘how to’ guide that can be referred to at each phase of the project lifecycle. It helps communicate existing knowledge from overseas, and the growing body of New Zealand best practice, as identified through case studies during 2019/20.
This draft Handbook has been tested by councils that delivered projects before June 2021funded by the Innovating Streets Pilot Fund. It can also be used by councils and other organisations looking to deliver tactical urbanism projects.

As part of the Handbook for Tactical Urbanism in Aotearoa, and in response to the Traffic Control Devices Amendment (2020), draft guidance on the compliant application of roadway art has been developed. This guidance focuses on using road artwork effectively and safely in New Zealand and includes a checklist that Waka Kotahi needs to review. Additionally, a design guidance note has also been developed for the selection and use of non-permanent materials for pilot projects. These guides supplement information within the Handbook for Tactical Urbanism.
