The Road Efficiency Group Te Ringa Maimoa provides Road Controlling Authority (RCA) performance reporting to help decision makers understand transport value using metrics, ratings and scores on service performance and outcomes.

A majority of the data presented in the Transport Insights web portal is already available in various places across the sector – but is not easily accessible or easy to understand.

Publishing the RCA performance measures will lead to delivering better value in the transport sector. The RCA performance measures present clear and comparable data on value, and enable peer-to-peer comparisons and understanding of sector performance.

RCA performance dashboard

Our initial annual RCA reports were only available as a static two-page PDF until 2023. Since then, we have also made the annual RCA results accessible via a performance dashboard and are continually improving the content. The dashboard functionality within Transport Insights allows users to toggle comparative data on and off and see the specific values by hovering over the chart.

REG will soon release an executive-level dashboard in Transport Insights with new measures including efficiency, effectiveness and value for money. These measures can help decision makers to better understand their transport investments and outcomes for their communities.

Annual RCA report overview

Our RCA report performance results and evidence in each report are segmented into a headlines summary and thirteen separate ‘zones’ – such as Co-investor Assurance and Service Performance.

Dashboard and report enhancements

The RCA reports and dashboard are reviewed and enhanced each year to stay current and take advantage of available new datasets. These ongoing enhancements could affect the comparability with previous published annual results.

Below is a summary of changes made by report year.

2022/23

Key changes to the 2022/23 report layouts include:

  1. Rename the Achievements zone to Delivery Performance and add a new Delivery Grade KPI for the zone. 
  2. Add Drainage and Other Works graphs to the Delivery Performance zone.
  3. Move the condition graphs from the Achievements zone into a new zone on page 2 called Amenity and Condition.

2021/22

Key changes to the 2021/22 report layouts include:

  1. Add Budget ($) and Cycleways (kms) to the headline area.
  2. Add graphs to the Achievements zone for unsealed road metalling, new and improved roads, and bridges.
  3. Expand the Public Transport zone with more reporting and include Total Mobility information.

2020/21

No changes were made to the headlines, ‘zones’ and individual charts in the 2020/21 reports.

The reports are available within Transport Insights. This includes the high level dashboard report of the headline result for each of the eleven zones. The functionality within Transport Insights also allows the user to toggle on and off comparative data and seeing the specific values by hovering over the chart.

2019/20

The 2019/20 reports have been enhanced based on user feedback and the availability of new data.

Key changes include:

  1. Reduced dominance of the Activity Management and Co-Investor Assurance results on page one.
  2. Consolidation of the various crash/safety results into a single Safety zone.
  3. Separation of the Delivery and Achievements zone.
  4. Revised Achievements zone that includes Works Completed and Road Condition.
  5. Revised Delivery zone focused on Expenditure.
  6. Rationalisation of the info reported in the Territorial Activity zone.
  7. A Headline result for each zone.
  8. Public Transport results at Serviced Community level rather than Region and Serviced Population charts.
  9. General chart enhancements - comparison against the distribution of national results (25th-75th percentiles).
  10. New Network Availability and Accessibility zone.

2018/19

We published RCA performance reports for the first time in June 2020 using 2018/19 results and evidence. Publication of reports in February 2021 present transport sector data for the 2019/20 year.
