SH1 Warkworth improvements and Rodney District Council – Warkworth intersection improvements – construction funding

Purpose

To seek the Board's approval for funding the construction of NZ Transport Agency's (SH1) Warkworth Improvements and Rodney District Council's Warkworth SH1 Intersection Improvements projects in the Auckland Region.

Resolutions

The NZ Transport Agency Board:

  1. approves funding for the construction of:
    1. NZ Transport Agency's (SH1) Warkworth Improvements project at an estimated cost of $15.0 million from N funds subject to:
      • all necessary notices of requirement, consents and property purchases being put in place for stages beyond Stage 1; and
      • that claims will be made against the approved funding for Stage 1 only until the condition above has been met; and
    2. Rodney District Council's Warkworth SH1 Intersection Improvements project at an estimated cost of $5.5 million and a funding assistance rate of 58% (NZTA share $3.2 million) from N funds;
  2. notes that the total construction cost for the Warkworth projects is estimated at $20.5 million, the 95th percentile construction cost is estimated at $30.0 million and the 5th percentile at $14.0 million;
  3. notes the reasons for this decision are as set out in the Reasons for recommendation section; and
  4. agrees to take Board paper 08/11/0082 out of Committee when the Board has published the notice of decision.

Reason for the decision

The assessment profile for this activity has been determined as being of medium seriousness and urgency, medium effectiveness and high efficiency.

The project will contribute to GPS targets and the purpose and objectives of the LTMA by providing a more efficient route through the township of Warkworth, avoiding continued deterioration of travel times and trip reliability on SH1, which is likely to be identified as a critical route. Additionally, improvements will be made to cycle and pedestrian facilities which should contribute to active mode GPS targets. There will be some contribution to safety and public heath objectives. This project and other improvements north of Auckland will probably induce land use and travel which would reduce the solution's sustainability; ultimately, further road based solutions are likely, including a bypass around Warkworth.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied and that the matters in section 20(3) have been taken into account.
