This is draft guidance, and we welcome your feedback

Every walking trip requires crossing streets. Crossing activity at intersections is generally more complex to provide for safe movement of all road users than midblock crossings.

Designing safe, convenient and appropriate facilities for pedestrians at intersections requires an understanding of Safe System principles and the legal obligations of every road user.

The Safe System principles and general legal considerations that apply to pedestrian crossings at mid-block locations also apply at intersections.

In general, safe system aligned measures for pedestrians either:

  • separate pedestrians from motor vehicles, or
  • ensure impact speeds are at or below 30km/h.
