Safety management systems have been adopted in various forms by road controlling authorities (RCAs) since the mid 1990s. In 2003 the NZ Transport Agency (as the Land Transport Safety Authority) developed a set of guidelines and a programme to assist RCAs to develop an SMS. Most RCAs now have an SMS in place. This theme audit of a sample of twenty RCAs was to ascertain how useful & effective the SMS has been in providing safety outcomes.
