National Land Transport Programme (NLTP) 2008/09

The National Land Transport Programme (NLTP) contains all the land transport activities, such as public transport services and road construction and maintenance, which are expected to receive funding from Waka Kotahi NZ Transport Agency. Waka Kotahi is responsible for allocating funding to land transport.

The 2008/09 NLTP sets out the significant transport issues facing land transport and lists the transport activities that have been given funding from the National Land Transport Fund and also those that may be funded during 2008/09. It sets out forecasts of anticipated expenditure and revenue over 10 years.

Allocation of N, R and C funding to activities in 2008/09

Two stages are used when allocating funds to activities:

  • ‘N’ funds are allocated first on the basis of a national priority order within each activity class.
  • ‘R’ funds are then allocated to proposed activities that are not judged to be of sufficient national priority to be funded from ‘N’, or when all available N funds have been allocated.

Crown funds (“C”) have been allocated to projects in the NLTP that have insufficient priority for N funding if they contribute to the objects of the C fund allocated.
Factors considered by Land Transport NZ when programming activities and allocating N and R funds include the:

  • priority order of proposals established by Land Transport NZ considering all activities that may be funded over 2008/09
  • affordability of proposals over the 10-year period, considering both N and R funds
  • relationship between activities and packages
  • stages that proposals have reached in terms of investigation, design and construction, and the factors that might delay (or speed up) implementation
  • expected reliability of cost estimates
  • priorities for the use of R funds stated by representatives of approved organisations in each region
  • The acceleration of expenditure of R funds towards the rate of revenue generation
  • the balance of funds available in each year.

Because many projects listed in the NLTP have not been fully developed they have been listed as category 2 projects, and have not been given funding approval. They have been shown with indicative funding sources based on the information available. Because they are in the early stages of development, their scope, impacts, costs or benefits may change before a funding application is made. This may mean that the indicative funding source may change when funding is approved. Category 2 projects near the funding threshold have been shown with an indicative funding source of N or R reflecting the uncertainty that arises due to the incomplete information available. C funding will also be considered as an alternative to R funding where it is available.

Future amendments to this programme

Land Transport NZ expects to monitor the funding approvals made over the course of 2008/09, and it may vary the allocations to activities as circumstances warrant, in much the same way as it has in the recent past. Should it consider the variations to be significant it will then publish an amended NLTP.

This NLTP has been developed considering Land Transport Programmes submitted to it by approved organisations before they have adopted their Long Term Council Community Plans, or annual plans for 2008/09. Land Transport NZ expects that some approved organisations may alter their land transport plans once the LTCCPs or annual plans are finalised. Alterations to land transport programmes will be managed through the monthly NLTP review process2.

Land Transport NZ also expects some approved organisations may amend their land transport programmes and submit new projects for funding. These funding proposals will be considered through the monthly NLTP review process.

Allocations for each region for all activity classes, including road policing activities, are shown within the tables in each regional section of the NLTP.
