The National Land Transport Programme (NLTP) contains all the land transport activities, such as public transport services and road construction and maintenance, which are expected to receive funding from Waka Kotahi NZ Transport Agency. Waka Kotahi is responsible for allocating funding to land transport.
The 2008/09 NLTP sets out the significant transport issues facing land transport and lists the transport activities that have been given funding from the National Land Transport Fund and also those that may be funded during 2008/09. It sets out forecasts of anticipated expenditure and revenue over 10 years.
The New Zealand Transport Strategy has five objectives:
Under the Land Transport Management Act, Land Transport NZ must be satisfied that the National Land Transport programme contributes to these objectives.
In delivering the government’s transport policies and priorities, the NLTP must draw a careful balance between national land transport priorities and those at a regional and local level, and ensure that each transport mode is supported in a way that ensures development of an integrated system that is responsive to community needs and circumstances.
Proposals submitted by approved organisations for inclusion in the NLTP must also contribute to the objectives of achieving an integrated, safe, responsive and sustainable land transport system. The proposals are assessed and prioritised for inclusion in the NLTP.
The 2008/09 NLTP has 12 Activity classes:
Activities within these activity classes can be funded through the NLTP. The Road Policing activity is funded directly from the National Land Transport Fund1.
Land Transport NZ provides funding to the following organisations:
Land Transport NZ is required to adopt and publish an NLTP each year. Some activities are approved for funding at this time, while others are approved during the year. Not all planned activities proceed in the expected timeframe.
