The Infrastructure risk rating manual (IRR) is a proactive method for assessing road safety risk developed by NZ Transport Agency Waka Kotahi. IRR is based on the Star Rating approach of coding road and roadside features to model the underlying risk of a road section but requires fewer inputs.
