Following the opening of the Mackays Crossing to Peka Peka Expressway in 2017, we carried out works to make the section of old SH1 fit-for-purpose as a local road. After the completion of those works, ownership of that section of road was transferred to Kāpiti Coast District Council in April 2024.
NZ Transport Agency Waka Kotahi and the Kāpiti Coast District Council worked together to change the status of the main road that runs through Raumati, Paraparaumu and Waikanae – a 13.5km stretch between Poplar Avenue and Peka Peka Link Road – from a state highway to a local road. This was required because the Mackays to Peka Peka (M2PP) section of the Kāpiti Expressway now functions as State Highway 1 (SH1) in the area.
We undertook a range of works to make sure the Mackays Crossing to Peka Peka section of SH1 was fit-for-purpose as a local road. This included road resurfacing and line marking; installing new traffic lights, traffic islands, crossings and pedestrian refuges; planting and landscaping; concreting kerbs and footpaths; and signage upgrades.

With the works now completed, the next step is to transfer ownership and responsibility for this road to the council – a process called ‘revocation’.
Revocation is the cancellation or removal of a status or offer. In this case, revocation is the removal of the status of ‘state highway’ from the stretch of road between Poplar Avenue and Peka Peka Link Road and its management under the NZ Transport Agency. As a result, this route has reverted back to a ‘local road’ managed by the Kāpiti Coast District Council.
