The contract to build the Transmission Gully motorway was awarded to Wellington Gateway Partnership (WGP), a private group of financiers and contractors who will design, construct, finance, and then operate and maintain the new motorway for the 25 years following the construction period.

WGP has contracted a joint venture of CPB Contractors and HEB Construction (CPB HEB JV) to undertake the motorway design and construction.
WGP has contracted Ventia to operate and maintain the new motorway for the 25 years following construction.
CPB is CIMIC Group’s construction company. It has a strong presence in New Zealand having previously worked with Waka Kotahi to successfully deliver major projects including the SH20–SH1 Manukau Extension (2010), the Newmarket Viaduct Replacement (2012) and the current SH16 Causeway Upgrade, which is scheduled for completion in 2017.
HEB Construction brings a range of essential services to the Transmission Gully project such as structures, roading, drainage, landscaping, temporary traffic management, surfacing and precast concrete element capability.
HEB’s recent roading projects include Wellington’s Memorial Park Alliance, the Waikato Expressway – Cambridge Section, Tauranga Eastern Link JV, and Auckland’s Greville Road Interchange.

Ventia will be responsible for the operation and maintenance of the Transmission Gully motorway for the 25 years following its opening in 2021. Experts in the area of long-term operation, maintenance and management of roading assets and infrastructure, they are committed to delivering a solution for the new motorway that makes the surrounding communities stronger, safer and more sustainable.
Kaitiaki (Guardians) for the project are Ngāti Toa Rangatira. We’re working closely with them on a range of areas covered by construction of the Transmission Gully motorway. This includes providing cultural advice, environmental monitoring, and archaeological monitoring. Protection and enhancement of Te Awarua o Porirua (Porirua Harbour) is of high importance to the iwi and the project team.
We have Memorandums of Understanding with both Ngāti Toa Rangatira and the Porirua City Council to promote and support education, training, employment opportunities and kaitiakitanga.
At the northern end of the project we work closely with Te Ati Awa ki Whakarongotai.
