About the project

Mill Road is a 21.5km corridor from Manukau to south of Drury through Alfriston, Takaanini and Papakura. It will support the movement of people and freight through urban and rural landscapes in South Auckland. A new transport corridor will be created through improvements to existing roads and sections of new road. It will prioritise north-south traffic flow on the corridor and provide an alternative, safe, more viable route during unplanned events on State Highway 1 (SH1)

Mill Road was identified as a RoNS in the Government Policy Statement on Land Transport (GPS) 2024 and will be delivered in three stages as funding becomes available. Stage 1 from Manukau to Alfriston was designated in 2016 by Auckland Transport.

GPS 2024 introduced a new expectation for NZTA to consider tolling to support the construction and maintenance of all new roads. Further work will be undertaken as the project progresses to assess the suitability of Mill Road as a tolled road.

We acknowledge that Mill Road has a long history and to enable us to provide certainty to the community, we will build upon the work previously undertaken so we can move at pace and deliver the project quickly and cost effectively.

Benefits of Mill Road include:

  • improving the flow of north-south traffic between Manukau and Drury
  • enhancing network resilience by providing a more viable and safe alternative north-south route to SH1 especially during unplanned network events
  • safety improvements particularly in the more rural sections.

Project staging

The National Land Transport Programme provides funding to give effect to the GPS and the 2024-27 allocation for Mill Road will enable stage 1 of the corridor to progress to construction. In addition, route protection and other approvals will also be sought during this period for stages 2 and 3.
