Throughout this consultation we have listened to and analysed the community feedback we received. Thank you to all those who took the time to provide feedback, we value your input and we have made changes to address issues of concern where safety, function and resources would allow.
Consenting – May/Aug 2014
In early 2014 we lodged the designation application with the Christchurch City Council and applications for resource consents with Environment Canterbury and these applications were publicly notified by these councils on 25 June 2014. These processes gave another opportunity for the public to have a say by making a submission.
The councils notify directly affected parties by letter and an advertisement placed in the public notices. We also let the community know this process was coming up in our April newsletter and via email. The submission period closed at 5pm Wednesday 23 July 2014.
We received 22 submissions on the designation application and 3 submissions on the resource consents. We held discussions with submitters to address their concerns.
The appointed commissioner provided his recommendations, which we accepted and the project is now consented and the designation had been confirmed.
Consultation 2011–2013
During this time we continued to meet with affected parties to update them on progress and work through issues.
We made a number of changes to the plan to address issues raised and feedback received. The changes:
- Confirmed the configuration of the connections with the Northern Motorway and Johns Road.
- Reduced impacts on The Groynes area with:
- the alignment moved further to the east
- no impact on the existing dog park
- no impact on the historic pump shed.
- Reduced significantly the impacts on the Otukaikino Stream.
- Worked with Environment Canterbury to fit in with the development of the Waimakariri River secondary stop-bank.
The October/November 2010 consultation background
The Transport Agency asked the public for feedback in Oct/Nov 2010, with specific input sought on the location of the northbound off-ramp and the proposed stream realignment.
The October 2010 newsletter [PDF, 562 KB] was delivered to residents in the area.
A public open day was held on Tuesday 16 November 2010 at the Belfast Rugby Clubrooms (18 March Place, Belfast). The open day was well attended, with Transport Agency staff and the project consultants available to discuss the project.
