REG has developed guidelines and assessment tools to help procurement and contract management teams improve their commercial acumen. The goal is to help the sector deliver better value for money to ratepayers and road users by improving understanding of tendering, risk assessment, pricing and contract management.
These Guidelines supplement and compliment NZTA’s Procurement Manual, MBIE’s Government Procurement Rules and REG’s Delivery Model Selection Guidelines and Smart Buyer Assessment Tool.
There are two parts to these Guidelines. Part A covers the commercial acumen aspects of the procurement process up to and including the writing of the RFT. Part B covers the contract once it has been let and is running. A good time for using Part A is at the beginning of the procurement process for any new or retendered MOR contract. Part B can be used at any time during a contract for enhanced performance.
