This page relates to the 2021-24 National Land Transport Programme.
This section provides information about funding assistance rates (FARs) that apply, for example, to special purpose roads (SPRs) and Total Mobility activities.
The tables below set out other FARs for approved organisations.
In October 2014, the Waka Kotahi NZ Transport Agency Board agreed that the FAR for SPRs should remain at previous levels for the 2015–18 NLTP, to allow us (Waka Kotahi as investor) and approved organisations to engage and develop individual plans to transition SPRs to normal FARs by 2023/24.
The following other FARs will apply for each approved organisation at the start of the 2021–24 NLTP. We and affected approved organisations will engage during the 2021–24 NLTP to agree and implement transition plans on a case-by-case basis for those SPRs that are yet to commence transition to a normal FAR. The SPRs must complete this transition by 1 July 2024.
The following table sets out the starting position for the 2021–24 NLTP and the normal FARs to be achieved by 2024 through transition. The FARs for each approved organisation will adjust in accordance with their respective transition plan as they are agreed on during the 2021–24 NLTP.

Funding assistance for Total Mobility activities is managed in accordance with the Total Mobility scheme: policy guide for local authorities (2018). The Ministry of Transport intends commencing a full review of the scheme in 2021. The timing to complete the review and the implementation of any changes that may result has yet to be determined. As a result, this is an interim guidance on the FARs to be applied for the commencement of the 2021–24 NLTP.
We are aware of concerns that the fixed fee for work category 521: Payments for Total Mobility wheelchair hoist use has not been adjusted since 2008. We are considering options to adjust the fee and expect to advise of any change by the end of April 2021.
We will review the FARs for Total Mobility activities to take account of the Ministry of Transport’s review of the Total Mobility scheme. The following FARs are therefore interim and subject to change.
