This page relates to the 2021-24 National Land Transport Programme.

Introduction

Work category 432 provides for safety promotion, education and advertising activities that promote the safe use of the land transport network through education, advertising, awareness raising and by public information to users of the transport network.

Safety promotion, education and advertising activities have the following objectives:

  • advance the focus areas, priorities and actions identified in the Road to Zero strategy and its action plans

  • achieve safer outcomes by working with communities to identify and address regional and local road safety issues
  • develop national, regional and local road safety partnerships to ensure an integrated and connected approach to achieving road safety outcomes.

Integrated programmes and alignment of resources

Activities must use our (Waka Kotahi NZ Transport Agency as investor) endorsed best practice guidelines and examples.

Waka Kotahi endorsed resource for safety promotion, education and advertising

Safety promotion, education and advertising activities achieve their greatest impact when there is consistency in the messaging. We (Waka Kotahi as investor) encourage approved organisations to plan the content and timing of local safety promotion activities to coincide with activities at the national level where appropriate and possible.

Road safety action planning should ensure that local, national, NZ Police and partnering organisations leverage off each other by coordinating their respective programmes for best effect.

Qualifying activities 

Work category 432 is available to the following activity classes:

To qualify under this work category an activity must give effect to national, regional and local priorities through:

  • opportunities identified within regional and local road safety action plans or activity management plans, or
  • a relevant business case, or
  • nationally delivered activities identified within our business plan.

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

  • workshops, seminars or displays to raise awareness of national, regional and local road safety issues
  • road safety education in schools, driver education, walking and cycling safety information and activities
  • advertising (eg billboards, radio, television, digital, print and other media)
  • integrating safety activities to support the delivery of other work categories (eg speed management, walking and cycling)
  • provision of integrated advice, information and support to community groups
  • preparation and implementation of travel plans that address identified road safety or safe access risks
  • driver licence training with particular focus on the learner and restricted licence and supporting those who have not moved through the graduated licence system.

Exclusions

Work category 432 excludes:

  • physical works (engineering, road signs or markings) or services, including the purchase or maintenance of capital items – these are funded through the appropriate improvement work categories
  • travel behaviour change activities, including the preparation of travel plans and neighbourhood accessibility plans, and associated education and promotion initiatives that do not target safety risks – these activities may be considered within work category 421

Funding assistance rate

The usual funding assistance rate (FAR) is:

  • 100% of the Waka Kotahi costs.

Non-financial contributions will not be considered part of the total project cost and will not be eligible for financial assistance.

Clustering  

Clustering for making funding requests

Where two or more approved organisations have joined together to form a cluster for the purpose of making a funding request for safety promotion, education and advertising activities then one funding request is made by the lead organisation. The FAR to be applied to the approved amount is the weighted average normal FAR of the contributing members of the cluster. The weights are the proportions of the total cost of the activity that each member contributes. The weighted average FAR will be manually adjusted in Transport Investment Online (TIO) and will be applied to the activity in the lead organisations programme.

This weighted FAR is to provide the same amount of financial assistance to the safety promotion, education and advertising activity as would have occurred if each member of the cluster had individually made a funding request for their portion of the combined amount.

Any funding requests from Waka Kotahi (for its own activities) are made separately from other approved organisations and are not to be included in clusters for the calculation of a cluster FAR.

Clustering for delivery

Approved organisations may combine to achieve more effective delivery. For example two or more councils may individually make funding requests and then combine to engage a resource to deliver the programme across multiple organisations.

For the 2024–27 NLTP we expect that each approved organisation will make its own funding request. This will provide a clearer view of the investment in safety promotion, education and advertising activities in each approved organisation.

Submitting activities for NLTP consideration and funding approval

Approved organisations and Waka Kotahi (for its own activities) submit these activities using the:

  • maintenance, operations and renewals continuous programme module in TIO for road controlling authorities delivering ongoing safety promotion, education and advertising programmes
  • public transport continuous programmes module in TIO for regional councils delivering ongoing safety promotion, education and advertising programmes
  • improvement activity module in TIO for new standalone initiatives.
