Work category 214 provides for the replacement of, or restoration of strength to, sealed pavements where other forms of maintenance and renewal are no longer economic.

Work category 214 excludes:
To qualify for inclusion in this work category, the work must be the long-term, least-cost option for the approved organisation and Waka Kotahi (for its own activities), calculated in terms of present value (PV).
Approved organisations and Waka Kotahi (for its own activities) must undertake PV cost appraisals of individual projects and make copies of the evaluations available as requested by us. A simplified procedure is provided for pavement rehabilitation in the Monetised benefits and costs manual – see SP1 Road renewals.
