This section provides an overview of the requirements for Waka Kotahi NZ Transport Agency to prepare nationally delivered transport programmes for input to the National Land Transport Programme (NLTP).
This is general information about developing programmes for the NLTP. You can find specific information about development of the forthcoming NLTP at the Waka Kotahi planning and investment news page. This includes information on timelines and key dates.
Waka Kotahi expects that Waka Kotahi business areas meet a range of requirements when developing their transport programmes.
Legislative requirements for inclusion of nationally delivered activities into the NLTP are set out in section 19C f) ii) (external link) (external link)of the Land Transport Management Act (LTMA).
This concerns Waka Kotahi activities that are delivered at a national level. If a nationally delivered activity includes a local trial, this local component should be included in the overarching national programme.
Activities that are specifically delivered region by region must be included into a regional land transport plan (RLTP).
CloseWaka Kotahi will apply its planning and investment principles in developing its transport programmes and activities.
CloseWaka Kotahi will use the Business Case Approach for all new activities developed for the NLTP.
CloseAll activities that are proposed for funding assistance under the NLTP must be supported by robust evidence.
Robust evidence is to be provided in Transport Investment Online fields and uploaded supporting information, including strategies, business cases, activity management plans, regional passenger transport plans, economic evaluation worksheets, etc.
Further detailed evidence, particularly for programmes, may be required to be presented during NLTP and business plan negotiations.

Waka Kotahi will monitor the impacts of its land transport investments through investment performance measures. The Investment performance measurement pages provide further information on which activities must have performance measures and Waka Kotahi measurement framework which includes a range of performance measures.
Waka Kotahi requires that the Road safety audit procedures must be applied to the development of any improvement or renewal activity that involves vehicular traffic, and/or walking and/or cycling, proposed for funding assistance from the NLTP. Waka Kotahi needs to use its Investment Assessment Framework to assess and prioritise activities.
Waka Kotahi is required to use the Investment Assessment Framework (IAF) to determine the assessment profiles of its activities, and to inform its decisions to submit activities for inclusion in the NLTP
Each activity will also be assessed by Waka Kotahi using the IAF. The resulting assessment profile is used to ascertain the activity’s priority for inclusion and programming in the NLTP.
