The following policy applies where an approved organisation or Waka Kotahi NZ Transport Agency (state highways) has requested funding assistance for the construction, renewal or maintenance of a stock effluent disposal site.
Stock effluent disposal sites are funded under the principles that the user pays and those who benefit pay.
In this context, the user is the original owner of the stock who benefits from the sale of that stock for processing. As there is no cost-effective way of levying the user for the cost of the facility, it is considered fair to use local rates paid to either the relevant territorial authority or the relevant regional council for this purpose.
Waka Kotahi’s share is general recognition of the willingness to pay by road users for the benefits from prevention of effluent spillage. This principle applies for facilities built on both local roads and state highways.
The cost of any stock effluent disposal facility is eligible for funding assistance under:
From 2018/19 onwards, the funding assistance rate (FAR) for the construction of the facility and access roads and the maintenance of facilities is the approved organisation’s normal FAR regardless of location. The exception is that access roads on state highways are funded at 100% FAR.
The construction cost of any new stock effluent disposal facility is eligible for funding assistance, subject to:

Maintenance of stock effluent facilities should be part of an approved maintenance programme entered into TIO through the maintenance, operations and renewals module.
