Targeted enhanced funding assistance rates

We (NZ Transport Agency Waka Kotahi (NZTA) as investor) may set a targeted enhanced funding assistance rate (FAR) that is a higher than the normal FAR to an activity or group of activities in exceptional circumstances for a time-limited period.

We (NZTA as investor) apply the following criteria when considering the use of an enhanced FAR:

• A strategic imperative in the Government Policy Statement on land transport 2024 requires the activity to be delivered during the 2024–27 NLTP, and
• it is unlikely that the activity would be delivered without the enhanced FAR* or the enhanced FAR provides a kick-start to encourage and enable an approved organisation to make a tactical step change that supports delivery of the government’s transport priorities in an optimal way, and
• Crown funding or discretionary National Land Transport Fund funding is available to enable an enhanced FAR, and
• the enhanced FAR is targeted at a defined activity for a defined time period.

*Note: we will consider evidence that the approved organisation would have material difficulty in funding the local share of the costs of the activity through application of normal FAR.

We will consider applications for an enhanced FAR due to financial hardship, where an approved organisation is experiencing financial difficulties regarding the affordability of the local share of its transport programme, to the extent additional Crown funding becomes available that enables us to provide enhanced funding assistance to an approved organisation.
