Introduction

This section provides information about funding assistance rates (FARs) that apply to special purpose roads (SPRs) and Total Mobility activities.

FARs for SPRs maintenance programmes and low-cost, low-risk improvements

In October 2014, the NZ Transport Agency Waka Kotahi (NZTA) Board agreed that the FAR for SPRs should remain at previous levels for the 2015–18 NLTP, to allow us (NZTA as investor) and approved organisations to engage and develop individual plans to transition SPRs to normal FARs by 2023/24.

In September 2023 the NZTA Board approved the continuation of the 100% FAR for those approved organisations listed below for the 2024–27 NLTP as set out below for maintenance and low-cost, low-risk improvements in respect of SPRs.

Funding assistance rates for Total Mobility activities

Funding assistance for Total Mobility activities is managed in accordance with the Total Mobility scheme: policy guide for local authorities (2018).

The Ministry of Transport has commenced a full review of the scheme. The timing to report the findings of the review is signalled as late 2024. As a result, this is interim guidance on the FARs to be applied to Total Mobility activities at the 2024-27 period.

We are aware that the fixed fee for work category 521: Payments for Total Mobility wheelchair hoist use has not been adjusted since 2008. We expect this to be reviewed as part of the Ministry’s review of the scheme. Any subsequent change to the fee during the 2024–27 period is dependent on the outcome of that review.

We will review the FARs for Total Mobility activities to take account of the Ministry of Transport’s review of the Total Mobility scheme. The following FARs are therefore interim for the 2024-27 period and are subject to change.
