WC 213: drainage renewals

Introduction

Work category 213 provides for the like-for-like replacement of drainage facilities.

Qualifying activities

Qualifying activities are the like-for-like replacement of drainage facilities to maintain the desired level of service.

Work category 213 is available to the local road and state highway pothole prevention activity classes.

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to, replacing on a like-for-like basis:

• culverts with a cross-sectional area of less than 3.4 square metres may have the cross-sectional area increased if the current design standard requires so
• repair and replacement of kerbs and channels, if the deterioration is likely to adversely affect the performance of the pavement.

Definition of `like for like’

In this context ‘like for like’ means the modern equivalent of the drainage facility, not necessarily of the same material type or structural form, that meets current design standards. 

Current design standards will vary depending on the type of drainage facility and the planned design life. Current design standards may include the following:

• increasing the cross-sectional area if required by the current design standard to maintain the level of service.
• appropriate design to manage the risk and consequence of hazards impacting the design life for the structure and the transport network it services and to address the building consent and resource consent requirements of the relevant local and regional authority.
• altering the alignment to improve performance of the drainage network and / or allow off-line construction.
• small improvements of a minor nature above the minimum to achieve like-for-like replacement as set out above may be undertaken at the time of renewal provided the cost of doing so is minimal.

You can discuss with us (NZ Transport Agency Waka Kotahi (NZTA) as investor) whether other potential activities not listed above might also be eligible for inclusion in this work category.

Exclusions

Work category 213 excludes:

• replacement of culverts with a cross-sectional area of 3.4 square metres or greater – these are funded under work category 216.

• improvements beyond those noted above are excluded but may instead be funded as follows:
  • where the improvement component is less than $2 million in total, from work category 341: low-cost, low-risk improvements from the relevant road improvement activity class-

  • where the improvement component exceeds $2 million, as a standalone improvement from work category 324: road improvements.

Requirements for inclusion

To qualify for inclusion in this work category, the work must be the long-term, least-cost option that fulfils current design standards  and hazard management requirements, calculated in terms of present value (PV).

The approved organisation and NZTA (for its own activities) must undertake PV cost appraisals of individual projects and make copies of the evaluations available as requested by us.

Note: all proposals for improvements must consider the optimal design approach, the timing (including fit within the wider drainage network) and set out the best-value approach to implement those improvement elements in part or in full.

• The usual funding assistance rate (FAR) is:the approved organisation's normal FAR

or

• the approved organisation’s special purpose roads FAR for the 2024–27 National Land Transport Programme (NLTP)
  Other funding assistance rates

or

• 100% of NZTA state highway costs.
