Introduction

This page describes the local road and state highway operations activity classes and provides definitions, requirements for the operations programme, links to relevant work categories and other information.

There are 2 activity classes:

  • The local road operations activity class applies to approved organisations only.
  • The state highway operations activity class applies to NZ Transport Agency Waka Kotahi (NZTA for its own activities) only.

Activity class definitions

The definitions for these activity classes in the Government Policy Statement on land transport (GPS) 2024 are:

Local road operations:

  • is for the purpose of investment in the ongoing maintenance and operation of the local road network
  • includes activities managing demand and operating services to optimise utilisation across the network, and
  • will fund operational activities on the local road network and includes funding for emergency response and recovery.

State highway operations:

  • is for the purpose of investment in the ongoing maintenance and operation of the state highway network
  • includes activities managing demand and operating services to optimise utilisation across the network, and
  • will fund operational activities on the state highway network and includes funding for emergency response and recovery.

Government expectations

We (NZTA as investor) expect that investments from the local road and state highways operations activity classes will contribute to outcomes sought by the government and the Minister of Transport’s expectations set out in the GPS 2024.

Qualifying for National Land Transport Programme consideration

For us to consider a road operations activity for inclusion in the 2024–27 National Land Transport Programme (NLTP), this activity must:

  • be public – that is, be defined as relating to any road that is available to the public on a full-time basis
  • be included in a regional land transport plan
  • meet the definition of road operations activities in the GPS 2024
  • fit into an appropriate work category in this knowledge base.

Once an activity is included in the 2024–27 NLTP to be considered for funding, the approved organisation and NZTA (for its own activities) must comply with the NZTA Procurement manual and procurement rules, as well as any relevant standards and guidelines as listed in the NZ Transport Agency Waka Kotahi standards and guidelines register for land transport.
