Introduction

 Work category 911 provides guidance on NZ Transport Agency Waka Kotahi (NZTA) nationally delivered activities for management of the funding allocation system (MoFAS), including programme management of the National Land Transport Programme (NLTP). The NLTP covers activities funded from the National Land Transport Fund (NLTF) as well as Crown-funded activities managed by NZTA.

Work category 911 is available to the investment management activity class.

Investment management

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

  • management of the planning and investment system, including development and management of policies, procedures and guidance material
  • building sector capability in relation to our policies and procedures
  • management of the NLTF
  • development and management of the NLTP
  • management and reporting of the allocation of funds and expenditure through the NLTP
  • assessment of business cases for support and funding approval
  • participation in strategic-level planning work to shape the long-term land transport network nationally or over multiple regions, such as spatial plans, and activity management plans for which NZTA will have staff involved but not responsible for their development
  • assessment of and submissions on local authority area-wide land-use planning documents that are not project specific documents
  • management of recommendations on police activities
  • management of procurement procedures, policies and guidelines
  • assistance and advice to approved organisations, NZTA staff and other investment partners
  • management of the NZTA nationally delivered activities funded through the NLTP.

Note that this work category is used when we are managing specific funding on behalf of the Crown, for example the New Zealand Upgrade Programme.

NZTA (for its own activities) can discuss with us (NZTA as investor) whether other potential activities not listed above might also be eligible for inclusion in this work category.

Exclusions

Work category 911 excludes:

  • any NZTA activity, other than assessment, advice and assistance, that is investment proposal/project specific – this includes any planning work that contributes to the development of a proposal/project (all such costs are to be allocated to the proposal/project under an appropriate work category)
  • any activity delivered by approved organisations
  • any NLTF-funded activity that is specific to a state highway.

Funding assistance rate

MoFAS is a NZTA nationally delivered set of activities, funded 100% from the NLTF.

Funding is approved when NZTA provides evidence to demonstrate value for money, normally when the NZTA Board approves the budget in the NZTA Statement of Performance Expectations each year.

Submitting activities for NLTP consideration and funding approval

NZTA submits these activities using the improvement activity template in Transport Investment Online (TIO).
