The Waka Kotahi Investment Proposal sets out the programme of activities that we propose for inclusion in the 2021–24 National Land Transport Programme (NLTP), to give effect to the Government Policy Statement on land transport (GPS) 2021.
The Waka Kotahi Investment Proposal outlines our investment approach for state highway maintenance and improvements, and nationally delivered programmes, such as national road safety education and advertising, research programmes and the national ticketing system.
When developing the Investment Proposal, we focused on the strategic priorities and direction from the GPS 2021 to ensure our proposed activities will give effect to the GPS outcomes.
Regional Transport Committees considered whether to include relevant proposed activities in the Waka Kotahi Investment Proposal in their Regional Land Transport Plan (RLTPs).
Proposed activities in the Waka Kotahi Investment Proposal were considered alongside all other activities when investment decisions were being made for the 2021–24 National Land Transport Programme using the Investment Prioritisation Method.
Waka Kotahi also delivers a range of non-state highway activities as part of the National Land Transport Programme (NLTP). These activities support sector innovation, improve value and efficiencies and are aligned with GPS outcomes.
We identified non-state highway activities and proposed these for inclusion in the 2021–24 NLTP as part of the Waka Kotahi Investment Proposal.
