Waka Kotahi NZ Transport Agency will work with its investment partners to apply an intervention hierarchy to optimise existing and proposed new investments in the land transport system. The intervention hierarchy should be applied when generating and considering alternatives and options. The intervention hierarchy is used to help drive value for money by promoting low cost investment ahead of more costly physical infrastructure and technological investment. It promotes integrated planning, demand management and best use of the existing system ahead of new infrastructure solutions.
