Hoe ki angitū provided funding and a programme of support designed to help solve land transport problems.
NZTA published challenges seeking solutions to specific land transport problems and invited the private and non-government sectors to submit proposals to deliver innovative ways of solving these problems.
Once the challenges were published, applicants developed a response to a challenge and applied to be part of the programme.
There were two funding rounds in total.
Successful applicants received funding and other support for a total of 16 weeks to “unlock” and accelerate their innovative proposals. The 16 weeks didn’t need to be continuous, but ideally the initiative would be completed within 12 months.
The support provided depended on the proposal and the maturity of the innovation, but it may have included access to data and transport expertise, help to navigate NZTA and land transport regulations, as well as the identification of suitable environments for real-world testing of solutions.
Successful applicants worked with NZTA to set the milestones and deliverables for their funding. At the end of their funding period, innovators were asked to provide a report on how the innovation was developed, key learnings, and to provide feedback on Hoe ki angitū. Some recipients were invited to showcase their innovation.

There were five key assessment criteria. Each would be scored out of 10. These were:
The challenges aligned with the Government Policy Statement on land transport 2021 and the Transport Outcomes Framework.
The Transport Outcome Framework identified how the transport system supported and could improve wellbeing and liveability outcomes and aligned with the Treasury’s Living Standards Framework.
Each transport outcome aligned with one of the four strategic priorities – safety, better travel options, improving freight connections and climate change that formed the Government’s Policy Statement on land transport 2021.
