Support negotiations with approved organisations and State Highways - Overview

 

Introduction

This section provides an overview of the National Manager Investment’s role of supporting regional negotiations with Approved Organizations and Transport Agency(state highways).

 

Supporting negotiations

To ensure the best alignment of local, regional and national land transport activities with GPS (Government Policy Statement) impacts and best investment outcomes the Transport Agency(planning & investment) will enter into negotiations with Approved Organisations and the Transport Agency(state highways) on their programmes.

 

The aims of the negotiations are:

  • a common understanding of the outcomes the Transport Agency seeks in giving effect to the GPS
  • a common understanding of local, regional and national issues, challenges and opportunities
  • debate of proposed transport programme activities
  • discussion and improvement of alignment between local, regional and national priorities
  • informed input into the Transport Agency’s regional and national moderation
  • informed input into Regional Land Transport Plans (RLTPs) and the National Land Transport Plan (NLTP), and
  • informed input to the final approvals for programme components recommended to the Transport Agency Board when it adopts the NLTP.

 

Study, strategy and plan development stage

Although shown as a discrete step in the AO Local Transport Programme process, to achieve the best NLTP outcomes, negotiations between the Transport Agency(planning & investment) and Approved Organisations/the Transport Agency(state highways) should be continuous and ongoing. Critical stages in the timeline for development of the NLTP provide an opportunity for discussion, clarification and negotiation. These stages are at:
