NZTA proposes an amendment be made to the tolling scheme (the Order in Council) to allow for an additional toll point to be installed on the Tauranga Eastern Link Toll Road.

This will enable motorists travelling between the Domain Road Interchange and the Pāpāmoa East Interchange to be charged a toll price to contribute toward debt repayment for this road.

People travelling this distance would pay a lower toll price than the current toll to reflect the shorter distance travelled.

The next step is for the NZTA Board to consider the information and make a recommendation to the Minister of Transport.

Proposal

NZTA is seeking public feedback on a proposal to update the tolling scheme for the Tauranga Eastern Link Toll Road.

The proposal includes:

  • tolling all users of the Tauranga Eastern Link Toll Road
  • introducing a second toll point between the Domain Road Interchange and the new Pāpāmoa East Interchange.

Proposed toll rates between the Domain Road Interchange and the Pāpāmoa East Interchange

  • Light vehicles: $1.10
  • Heavy vehicles: $2.80

Motorists travelling the full length of the road between the Domain Road Interchange and Paengaroa Roundabout will continue to pay the current toll prices

  • Light vehicles: $2.30
  • Heavy vehicles: $5.60

Toll prices are in 2025 dollars and apply 24-hours per day.

Toll-free period

A toll-free period of 12 months is proposed for Pāpāmoa East Interchange users. This supports the early opening of Pāpāmoa East Interchange (off-ramp August 2025 and interchange mid-2026) and while it may extend the repayment period, it increases the number of contributing users over time.

Next steps

The NZTA Board considers the results of this consultation alongside the technical analysis and may then recommend the amendment to the Order in Council to the Minister of Transport.

After the consultation, we’ll post a public engagement report with the feedback to our website. All submissions and feedback collected via the public consultation will be summarised to the Minister.

This will provide insights into the level of community support for the tolling proposal. If satisfied with the adequacy of consultation, levels of community support and other requirements of s48(1) of the Land Transport Management Act (LTMA), the Minister may recommend the amendment of the Order in Council to the Governor-General.
