Tackling unsafe speeds programme business case

The Tackling Unsafe Speeds (TUS) programme is one of 15 key actions in New Zealand’s road safety strategy, Road to Zero and the Road to Zero Action Plan 2020-2022. It aims to: 

  • establish a more streamlined and coordinated process for speed management planning 
  • implement safer speeds around schools 
  • delivering a new approach to safety cameras including transferring ownership and operations of safety cameras from NZ Police to Waka Kotahi. 

This Programme Business Case (PBC) outlines the case for investment to deliver on the above actions, via three component programmes: Speed Management, Safer Speeds Around Schools, and Safety Camera System.

The content in this document reflects the information Waka Kotahi held at the time which underpinned initial planning assumptions. Details in the business case related to scope, timing and budgets have evolved as we’ve progressed detailed planning and implementation work. 

Some information has been redacted, and is withheld under the Official Information Act as it relates to policy decisions that are still actively being considered or are commercially sensitive: 

  • policy work that is in-progress
  • how the transfer of functions from NZ Police will occur
  • programme costs that include a third-party component 
  • nature of interventions to support safer speeds around schools 
  • the number of safety cameras 
  • financial assistance rates for road controlling authorities. 

Since this business case was endorsed by the Waka Kotahi Board, the programmes of work under Tackling Unsafe Speeds (TUS) have split into focused work programmes with additional business case processes running as required. 

The Setting of Speed Limits Rule came into force on 19 May 2022.   

A key output of the Rule is to improve the speed management process by introducing a regional speed management planning approach on a three-year cycle that aligns with the three-year cycle of the National Land Transport Programme.
