This Indicative Business Case (IBC) reconfirms and further develops the strategic context from the Tackling Unsafe Speeds (TUS) Programme Business Case (PBC) and recommends a preferred way forward for the proposed investment for the safety camera system.

Since the TUS PBC was endorsed by the Waka Kotahi Board in August 2021, the programmes of work under the TUS programme have split into focused work programmes with additional business case processes running as required. This IBC is the first safety camera specific business case following the endorsement of the TUS PBC.

The content in this document reflects the information Waka Kotahi held at the time which underpinned initial planning assumptions. Details in the business case related to scope, timing and budgets have evolved as we’ve progressed detailed planning and implementation work. 

Some information has been redacted, and is withheld under the Official Information Act as it relates to policy decisions that are still actively being considered or are commercially sensitive: 

  • policy work that is in-progress
  • how the transfer of functions from NZ Police will occur
  • programme costs that include a third-party component 
  • the number of safety cameras.
