Overview

NZ Transport Agency Waka Kotahi (NZTA) acquires property interests (land and/or property rights) to enable the construction of transport projects.

The property interest acquired is generally the freehold or leasehold title. Other interests obtained may include air or strata rights, spoil disposal, easements, licences for temporary entry or survey access.

Once that property interest has been acquired, the interest will either go directly into the project for use or be held till the date it is needed for project use. NZTA will provide the day to day property management of the property during this “held” period.

We have regionally based Property Managers who manage the property management programmes for NZTA. Key areas of focus are:

  • general maintenance activities to ensure properties are safe and meet statutory and environmental requirements, including Healthy Homes
  • negotiation with parties who may wish to lease the property
  • completion of lease or licence documentation to cover any use or occupation of the property
  • undertake any capital works to upgrade properties to improve the condition and usability of properties
  • ensure the property interest is available when needed for the transport project.

The formal aspects of the property management processes are covered by various legislation including the Building Act 2004, the Property Act 2007, the Residential Tenancies Amendment Act 2020 and as examples.

Our property portfolio is varied and covers all property types.

Waka Kotahi outsource the day to day management of properties to qualified external suppliers. The external suppliers may undertake a range of functions, as required by Waka Kotahi, including some or all aspects of the keys areas of focus mentioned above.

The Waka Kotahi Board (or the appropriate delegated authority holder) must also approve each lease or licence transaction.
