The National Resilience Programme Business Case (NRPBC) provides the current foundation to our resilience improvements and investments. The NRPBC sought to improve how we embed resilience into our business and investment planning. Read the overview here:

Endorsed in 2020, the NRPBC identifies and rates nationally important risks from natural hazards (including climate change-related) in our land transport system and addresses a range of system-wide resilience process issues. Responses to the highest priority risks and sites are recommended for consideration in the National Land Transport Programme (NLTP) and have created a pipeline of interventions. The associated evidence base, risk prioritisation methodology and decision-making framework is available in the executive summary.

The NRPBC includes an evidence-base for future planning and investment decisions. It provides a national picture of vulnerability and exposure of New Zealand’s highway network to natural hazards. It does not replace or remove the need for localised place-based business cases. From a national importance and impact perspective, this evidence base is the first time we can confidently express a nationally consistent, objective and representative view of resilience risks.

Using the NRPBC as the evidence base, it is important for NZTA to consider related or associated risks on a regional, corridor or journey basis when planning for resilience. Read the full document here:
