Volume 1 of the Vehicle dimensions and mass permitting manual (the VDAM manual) states Waka Kotahi NZ Transport Agency’s policies and standards for issuing overweight, overdimension, HPMV and specialist vehicle permits.

It contains information for transport operators about applying for and operating under permits to exceed standard vehicle dimensions and mass limits. Other interested parties include local road controlling authorities, enforcement agents and permitting staff.
