This research was commissioned under the 2021 Government Policy Statement on Land Transport. Given the impact working from home (WFH) can have on transport such as reducing vehicle kilometres travelled, changing public transport patronage or reducing peak hour traffic demands, there is an imperative to include it in transportation forecasts and models. The intention of this work was to set out the feasibility of including WFH as an alternative transport mode within forecasting and appraisal tools.
The findings have shown that it is feasible to incorporate WFH as a mode into transport models by using a combination of methods. The recommended option is a framework centred around a nested logit, a method capable of managing heterogeneity between variables, supported by contingency valuation and scenario planning methods. The framework is also compatible with both traditional regional model frameworks and emerging activity-based modelling. The overall recommendation is to progress the recommended option towards development as an effective tool for capturing the effects of WFH.
