National Land Transport Programme (NLTP) 2008/09

The National Land Transport Programme (NLTP) contains all the land transport activities, such as public transport services and road construction and maintenance, which are expected to receive funding from Waka Kotahi NZ Transport Agency. Waka Kotahi is responsible for allocating funding to land transport.

The 2008/09 NLTP sets out the significant transport issues facing land transport and lists the transport activities that have been given funding from the National Land Transport Fund and also those that may be funded during 2008/09. It sets out forecasts of anticipated expenditure and revenue over 10 years.

Transitional issues for 2008/09

While the 2008/09 NLTP has been developed under the provisions of the Land Transport Management Act 2003 it will be implemented using the provisions of the Land Transport Management Amendment Act 2007 unless it is impractical to do this. The Government Policy Statement is expected to be published in July 2008. This is expected to set budgets for activity classes from 2009/10 onwards, describe the goals, objectives and targets for land transport in the short to medium term, and describe funding policy.  Together the GPS and the amended Act mean that the 2008/09 NLTP will be implemented differently to previous NLTPs.
During 2008/09:

  • funding decisions relating to state highway projects or any other activity of the Agency will be published
  • the goals, scope and terms of reference for transport studies or strategy development should  support achievement of the targets and objectives of the Land Transport Management Act 2007, and the forthcoming GPS
  • the same level of scrutiny will be given by the Agency to its own proposed activities and combinations of activities  as it gives to those proposed by approved organizations.
