In 2006, the Board of Transit NZ (now the NZ Transport Agency) approved the passing and overtaking (PO) policy. This background technical report preceded approval of the policy and discusses many of the issues relevant to passing and overtaking behaviour. It was intended to help with the development and implementation of the PO policy by the Transport Agency (then Transit NZ). The final version of Transport Agency's (then Transit's) PO policy, which followed after this document may vary from content within this background technical report.
