#22-07 Update to technical appendices for the State Highway Database Operations Manual (SM050)

This note is to advise that technical appendices three and four of the State Highway Database Operations Manual (SM050) have been updated and will need to be included in all maintenance contracts. The new requirements apply to our Network Outcomes Contracts (NOC) from 1 July 2022.

Purpose

This note is to advise that technical appendices three and four of the State Highway Database Operations Manual (SM050) have been updated and will need to be included in all maintenance contracts. The new requirements apply to our Network Outcomes Contracts (NOC) from 1 July 2022.

General information

Appendix Three is the Asset Register of SM050 and outlines the data requirements for State highway assets to be recorded. Appendix Four is the Maintenance Activity Register of SM050 and outlines the data requirements associated with maintenance activity performed on the State highway network. The details of these are housed in the NZ State highway database in RAMM.

Reason for the change

Appendix Three contains the guiding principles of how to locate and record asset information in our network asset register. The changes are in the data requirements of several asset tables.

Appendix Four contains the guiding principles of how to locate and record asset information and maintenance activity performed on those assets listed in our network asset register. The changes are in the data requirements of the maintenance cost transaction table and the correction of one unit clarification.

The appendices are living documents designed to be updated as and when requirements for our data change. The reason for this note is to inform those in the network management community that changes have been made and where these are.

Specific changes

The following new tables have been added to Appendix Three. The LED and CMS tables are newly established tables designed to hold asset information about LED luminaires and central management system controller assets on the State highway, the traffic signal tables hold asset information about traffic signal assets on the state highway, and the cabling table holds asset information on cabling assets associated with streetlighting and ITS assets located on the State highway.

Appendix Four has been updated to include new data requirements for the maintenance cost transaction table and to update the unit clarification of missing raised pavement markers. Data requirements for the maintenance cost transaction table have been created and the unit clarification of missing raised pavement markers in the Traffic Facility cost group, has been corrected.

Communication plan

Communications will be sent via email to each NOC team when each appendix is available on our external website. Communications of each update will also be noted on the Highways Information Portal. As a result, our communications will mostly be focussed internally.

Implementation

Updated versions of the two appendices will be available on our external website. There will be direct discussions with the NOC development team and consideration at that point as to what training may be required for proper operation of the contracts.
