This note is to advise that issue 11 of the Waka Kotahi NZ Transport Agency State Highway Maintenance Contract Proforma Manual (SM032) has been released to be used for all future procurement of infrastructure projects and is available for download from the Waka Kotahi website.
This note is to advise that issue 11 of the Waka Kotahi NZ Transport Agency State Highway Maintenance Contract Proforma Manual (SM032) has been released to be used for all future procurement of infrastructure projects and is available for download from the Waka Kotahi website. The changes are mainly internal process changes, all-of-Government and sector requirements and editorial changes, together with the inclusion of latest version of the Network Outcomes Contract proforma. The new version of the manual (issue 11) applies from the date of this notice.
The SM032 manual is used when preparing state highway tender documents for maintenance contracts. It contains the Waka Kotahi Transport Services Group physical works maintenance tender documents for the Network Outcomes Contract (NOC).
SM032 has been updated to reflect current business practice and to align with our Infrastructure Asset Management Plan, Procurement Manual and the Procurement Policy. The processes and procedures outlined in this update to SM032 must be followed by the Waka Kotahi for all project procurements that are undertaken from now on.
Waka Kotahi is responsible for managing the State highway system, including planning, funding, design, supervision, construction, and maintenance and operations, ensuring that it contributes to an effective, efficient, and safe land transport system in the public interest (Land Transport Management Act sections 3, 25 and 95).
The purpose of the manual is to fulfil the obligations of Waka Kotahi to the Land Transport Management Act and also to provide organisations with some guidance in developing their own procedures. It also allows our contractors to be more aware of our expectations as an organisation.
The changes to SM032 are not considered to have significant effects, consisting of:

Our target audience for this manual is Waka Kotahi staff and those external consultants who conduct procurement on behalf of the Transport Agency.

This manual and its appendices are currently published for use on the Waka Kotahi website and InfoHub (internal staff document management system). These publications will be updated with the new versions and in addition easy access links to the documents will be added to the Waka Kotahi intranet page. A summary of amendments and accompanying narrative will be available to help users identify the difference between this version and the previous published version. Additionally, the NOC version 2.0 will remain available upon request.

Given this update is reflective of current procedures and processes it was not considered necessary to conduct company-wide, specific training on the changes to SM032.
The Traditional model appendix is currently being amended and is expected to be released in the coming months. Users can contact the Procurement Services team to request a copy of the Traditional model appendix in the interim.
A full review of the effectiveness of the changes and the current manual will be undertaken in September 2020.
