#19-01 Revision of the Code of Practice for Temporary Traffic Management (CoPTTM)

Purpose

This notice advises that there has been a general update for the Code of Practice for Temporary Traffic Management Manual, which will come into effect from February 2019 and must be applied to all work from then.

An update to the Code of Practice for Temporary Traffic Management (CoPTTM) was approved in November 2018. The changes incorporate clarifications and legislative changes as well as the changes included in previous technical notes. The changes are considered mainly minor.

The opportunity is also taken to advise of changes to the system for future notifications of CoPTTM updates. Those of you who are interested in receiving CoPTTM updates but have not yet registered for the service will need to subscribe to be notified. General information

This technical note encompasses all of the changes to CoPTTM made since February 2017.

An amended version of the Code has been provided to internal and external stakeholders on the NZTA Website. The updated CoPTTM sections A to H are available on the CoPTTM pages of the NZTA website.

In future, changes can be notified direct to those users who are registered for the CoPTTM.Notify service. Examples of upcoming changes to CoPTTM (and items of interest) that will be notified via the service are:

  • Decisions on CoPTTM consult submissions
  • Changes to CoPTTM as a result of the CoPTTM consult decisions
  • Introduction of the training and competency model
  • NZTA specialist temporary traffic management workshops

The following people should consider subscribing to receive CoPTTM updates:

  • Anyone who has an interest in temporary traffic management
  • Planners involved in developing traffic management plans for the installation, maintenance and removal of temporary traffic management
  • Managers of temporary traffic management crews
  • Owners/directors of companies completing work involving temporary traffic management.

Version changes

Along with new changes, this version of the manual incorporates those changes included and advised in three previous technical notes:

  • The revised audit approach, issued September 2017
  • The high visibility garment changes, issued September 2017
  • The response to the Setting of Speed Limits Rule changes, issued February 2018.

The original technical notes have now been superseded by the change to the CoPTTM November 2018 and shall no longer be referenced.

Effective date

As there is a need to ensure current practices meet legislative and best practice requirements, all teams currently carrying out physical works should make themselves aware of the changes straight away. The changes to the CoPTTM were available for use from the end of November 2018. All physical works contacts must now include these requirements from 1 February 2019.

Communications

CoPTTM training workshops conducted from 1 February 2019 onward will incorporate the latest changes. If your group is interested in participating in a workshop to find out about the changes, please contact your normal training provider.

Major changes to CoPTTM are currently notified through the TAN system and all other changes are notified on the CoPTTM pages of the NZTA website.

There have been numerous complaints that this approach has led to changes being made to the CoPTTM without users being made aware of those changes. As a result, the NZTA has decided to operate a notification system for changes to the CoPTTM.

From November 2018, all changes to the CoPTTM (and items of interest to the temporary traffic management industry) will be notified to interested parties who have subscribed to CoPTTM.Notify.(external link)
