#16-07 Update to Z19 State highway environmental and social responsibility standard and guidance

The purpose of the Z19 State highway environmental and social responsibility standard is to explain to Transport Agency project and maintenance contract managers and their teams how and when to implement the Transport Agency’s environmental and social, including urban design, requirements of any state highway work.

The purpose of the Z19 State highway environmental and social responsibility standard is to explain to Transport Agency project and maintenance contract managers and their teams how and when to implement the Transport Agency’s environmental and social, including urban design, requirements of any state highway work.

The Standard sets expectations about the tasks that must be undertaken during state highway project development and delivery as well as when maintaining and operating the network. It is accompanied by a Guidance Note which further explains how and when to implement each task required by the Standard.

The June 2014 version (v1) of the Standard sought to streamline and refine pre-existing environmental and social responsibility processes and requirements. The Standard and the Business Case Approach were adopted at approximately the same time in 2014. Since this time, feedback has been obtained about the implementation of the Standard and its interface with the Business Case Approach.

As a result the Standard and associated guidance note has been reviewed and revised to reflect this feedback.

The updated version has changed in style and formatting. The guidance note has also been updated to provide more clarity about what is required to meet the Agency’s environmental and social requirements.

Specific changes of note include: 

  • an additional task has been added to complete during the programme business case
  • a task has been added to give effect to the MOU the agency has with the Department of Conservation
  • a Greenroads requirement has been added
  • there are clearer instructions on what to do during procurement and the distinction between procurement and management activities related to maintenance and operation.
