Waka Kotahi NZ Transport Agency principles and policies ensure approved organisations and Waka Kotahi (for its own activities) understand what’s required when developing their investment proposals, and guide Waka Kotahi investment assessors when making investment decisions. They also enable Waka Kotahi to be fair and consistent and follow the governing legislation, primarily the Land Transport Management Act 2003.

Activity classes and work categories are groupings of similar outputs from investments through the National Land Transport Programme (NLTP). Investment proposals have to identify the correct activity classes and work categories as part of the NLTP inclusion and funding approval process.
This section provides information about the funding assistance rates (FARs) applied in the 2021–24 National Land Transport Programme (NLTP) period. FARs are the funding contribution in percentage terms Waka Kotahi makes to an approved organisation for a land transport activity.

Once the National Land Transport Programme has been adopted individual transport programmes will need to be managed to add or remove activities, request funding, procuring the service or work and claiming the National Land Transport Fund share from Waka Kotahi NZ Transport Agency.
